how can a bank close unpaid DA collection

Dear Bankers

 

In a DA collection ,documents having been released to drawee by presenting bank but remain  unpaid at maturity , and this transaction has been unsettled for a long time ie 2 years despite numerous tracers sent to presenting bank. Drawer don't mind for this long outstanding although remitting bank push him to press drawee for the payment .

How can a remitting bank close this kind of  long outstanding file ?

if remitting bank and presetting bank don't want to be involved in the protest procedure but want to close this long unpaid file ,what shall remitting bank or presenting bank  do?

Can the remitting bank close the file unilateral in the following situation ?

1) after obtaining drawers instructions or authorisation to close file without payment .

2) if drawer don't give closing authorisation to remitting bank, what steps must a presenting take in order to close unilaterally in a legal way ?

3) must above 1) and 2) need to obtain  presenting bank's agreement for closing ?

4) if for DP bill long outstanding, drawer don't care to let the transaction pending unpaid for long time, and don't give instructions to remitting bank for returning documents from presenting bank, can remitting bank ,,without permission from drawer,send instructions to presenting bank for returning documents and close file unilaterally?

needless to say, if a remitting bank want to close file for a long unpaid collection bill,either DP,or DA(accepted but unpaid at maturity,or pending for acceptance),what correct procedure should remitting bank take to close file in the absence of  consent from drawer?

The motivation of remitting based on following factors:

1)long outstanding for 2 years ,and want to clear them ,or

2) want to stop business with drawer and close their accounts, or 

3)all those outstanding transactions must be cleared  and book off before terminate its bank license(winding up )

4)if in the worse scenarios,can the remitting bank transfer or assign or entrust another bank  for  handling those outstanding before closer?
