What is difference between 'to order' and 'to order of shipper' since in both cases shipper still needs to endorse B/L?

in my opinion: 

to order means to order of issuing bank, that mean shipper can not endorse B/L, just ony issuing bank.

to order of shipper means shipper must endorse B/L firsrt, then B/L ship to issuing bank, issuing bank still must endorse the second times for importer to take to receive goods.
