ISBP- Latest version

I have some queries below, pls help me to make clear.

Regarding Telegraphic Transfer - T/T, I would like to know about remittance charges- according to ISBP- Latest version, who will cover remittance charges?

It's common practice to collect such charges from beneficiaries

Issuing bank usually (and if not stipulated differently elsewhere) is not bound to make a tt-payment.

At a first glance, I didn't find such a regulation in ISBP. Which article did you think of?
