How do I tell if the cargo is shipped on deck by looking at the B/L?

Dear all,
I have a B/L which does not contain any notation that say shipped on deck or whatsoever. It carries a shipped on board notation though. Can an onboard B/L be a on deck B/L at the same time?
The LC states that Shipping on deck is allowed, provided the insurance covers such risks. Now I'm looking at an insurance that does not cover the risk, so I need to know whether the shipment is on deck in order to find out if the insurance cert complies with the LC. Any way I can tell from the face of the B/L? Thanks
Usually there is statement in the bottom of "Description of Goods" box something like
(OF WHICH XXX ON DECK AT SHIPPER"S RISK. THE CARRIER BEING NOT RESPONSIBLE ...)
If XXX is '0'(zero) or "NULL", or "NIL" then carrier/master has declared that no cargo is loaded on deck and whole cargo is in holds only.
But, if You have no clear indication/declaration that some of the goods are 'on deck' then you cannot say that some cargo is on deck. And such B/L 'on its face' is compliant and consistent with the risks covered by presented insurance certificate.
Shipping on deck is

Side tracking a bit: Can a shipping company issue a B/L that does not contain an "on deck" notation, while the goods are actually shipped on deck?
Hi! Why not? For example
Hi!
Why not?
For example for the shipments in containers...
Have You seen containers vessels?
I think there is abt 50/50 of containers which are under deck (in hold) and on deck.
And there is no indication on Bs/L in reg this.
Please, see samples of any container line B/L (CMA CGM, Norasia, Maersk, etc)
Good luck
