LC states that consignor and beneficiary to be same in BL.
Beneficiary is from country X
Shipment is from country Y.
BL shows X as shipper. Is it legal. Can a beneficiary of country X ship the material from country Y.
What is the legal course ? Please advise.

That would not constitute a discrepancy and it often happens, for example when German exporters deliver from Antwerp or Rotterdam. And exporter from landlocked countries are always in a country other than that of the port of loading.
