Sir,

Can you please advise, from when to count negotiation date of 21 days if the BL shows two dates. One is the BL issue date and the other is Shipped on Board date.  The BL issue date is some days after shipment date.

The LC states "within 21 days from BL date.

Kindly consider article 14C of UCP 600.

Do you have any experience that  “shipped on board date on the bl showing after the issuance of shipped on board B/L”.

In my experience, No carrier will issue a shipped on board dated BL which is after the issuance of BL as per your last line of message “date of shipment is the "on board date" that may be prior or later the date of BL issuance”.

I just quote point 96 of ISBP 681, I dont know if in transaction between two countries worldwide a bill of lading could be issued in this way, but so it  is written. I thought to a Bill of lading with pre-carriage by sea from X to Y, being Y the port of loading stated in the l/C, the bill of lading is a Shipped on board but contains a further On Board notation stating that the goods have been loaded on board the vessel ...., at the port of loadng Y, few days after the B/L issuing date. Could it work:

21 Days will count from the shipped on board date

First option:  21 days will count from the shipped on board date, if the shipped on board date and the BL date mentioned separately.

 2nd option:  21 days will count from the B/L issue date, if the bl is showing only the issue date. In this case bl issue date will consider as  the shipped on board date.

In your case 21 days will count from the shipped on board date.

It is not correct to state "within 21 days from bl date" in presentation time(field 48 MT700 )  However art 14 c UCP 600 will help you in determine, for each mean of transport, the date of shipment. In case of BL under art 20, date of shipment is the "on board date" that may be prior or later the date of BL issuance.
